If free MP3s are what you're looking for, start out by visiting one of the dozen-or-so sites listed at Benway Entertainment's list of MP3 Music Download Sites & Portals. The Free Music Archive seems to have quite a bit of music as well.

If you're tired of free MP3s and want to pay, you can sign up for a subscription service which lets you pay a set price per month in order to download and listen to MP3s by established artists. PC Magazine reviews four of them here. They give EMusic a rating of four out of five, PressPlay a rating of three out of five, RealOne a rating of two out of five, and Rhapsody a rating of four out of five. All of them offer free trial periods to people who have credit cards. If you don't want to keep the service, you need to cancel your account before your free trial period ends, or else they'll start to charge you their regular monthly rate.
